Chikadibia family: RULAAC demands Otti release probe report, justice

Allegations of Human Rights Violations in Abia

The Rule of Law and Accountability Advocacy Centre (RULAAC) has raised concerns over the prolonged silence regarding an investigation ordered by Abia State Governor, Dr. Alex Otti. The probe centers on alleged human rights violations suffered by the Chikadibia family during a police operation in Alaukwu, Osisioma Ngwa Local Government Area.

RULAAC alleged that on April 12, 2025, the family was subjected to arbitrary arrest, detention, and prosecution. The operation reportedly resulted in the demolition of their home and the removal of personal belongings, leaving Mr. Sunday Chikadibia and his daughters—Glory, Ngozi, and Ogechi—without a home or livelihood.

Silence Over Investigation Findings

Following a petition sent to Governor Otti on March 6, 2026, the state government reportedly directed an investigation into the matter. Although RULAAC officials provided information to investigators, the organization stated that the process has since gone silent despite follow-up efforts in June 2026.

Despite our follow-up letter dated 20 June 2026, we have received no information regarding the outcome of the investigation or any steps taken to provide redress to the victims.

The organization expressed concern that administrative bottlenecks or vested interests within the government might be preventing the findings and recommendations from reaching the governor for action. RULAAC urged the state to prioritize transparency over silence to ensure the integrity of the process.

Grave Misconduct and Personal Loss

The allegations involve more than the destruction of property. Testimonies gathered from the family suggest that police officers removed substantial sums of money and valuable household items, including furniture and electrical appliances, without preparing official records or inventories. The family further alleged that the seized funds were shared among officers at the station.

The cumulative effect of these actions was catastrophic. Beyond losing their liberty, the family lost their home, their money, virtually all their household possessions, and their means of livelihood.

The trauma associated with these events has had a fatal impact on the family. RULAAC linked the death of Mrs. Chioma Chikadibia on August 8, 2025, to the distress caused by the arrest of her husband and daughters and the destruction of their residence. The organization noted that her health deteriorated significantly following the operation.

Demands for Restorative Justice

RULAAC is calling for the immediate release of the investigation's findings and the prosecution of any officials found responsible for unlawful conduct. The group’s demands include full compensation for the demolished home, the return of lost property, and resettlement support for the surviving family members.

Justice is not achieved merely by acknowledging complaints or ordering investigations. Justice requires that investigations be concluded promptly, their findings made public, those responsible held accountable, and victims provided with effective remedies.

The organization also emphasized the need for educational assistance for Ogechi Chikadibia, whose schooling was disrupted, and called for stronger oversight of law enforcement operations in Abia State. RULAAC maintains that this case serves as a critical test of the state government’s commitment to accountability and the protection of citizens' constitutional rights.
